“When the car reached Siu Lam, opposite the married quarters of the Correctional Services Department, it was suspected to have lost control before hitting the road barrier,” the spokesman said.

A gantry and traffic sign were also damaged, he added.

Police said the driver, surnamed Tang, was found trapped inside the vehicle. Officers rescued him but he was certified dead at the scene.

The passengers, a 26-year-old man surnamed Chan and a 23-year-old woman surnamed Ng, were taken unconscious to hospital but the former was later declared dead.

Police said the New Territories North special traffic investigation team was looking into the fatal crash.

The Transport Department said at 9.23am that the road lane near Siu Lam Psychiatric Centre, which was closed earlier due to the accident, had been reopened but warned the traffic might take time to clear.

It said KMB bus services using the Tsuen Wan-bound section of Tuen Mun Road had been affected, advising the public to use other public transport.

Earlier this month, a 43-year-old man died after losing control of his motorcycle and crashing into traffic barriers on Tuen Mun Road in Siu Lam.

The city recorded 2,400 traffic accidents resulting in injuries in the first two months of this year, with 15 fatalities, according to provisional police data.

The city logged 17,189 injury-causing traffic accidents last year, a 14 per cent rise over the 15,107 cases in 2022. Fatalities were also up about 6 per cent, from 90 in 2022 to 96 in 2023.
