White House National Security Council spokesman John Kirby told reporters that the United States’ abstention in the U.N. Security Council vote did not signal a “change in policy” from the Biden administration. “There is no reason for this to be seen as some sort of escalation,” he said.
The United States continues to assess Israel’s actions in Gaza, State Department spokesman Matthew Miller said Monday in a news briefing, but “as of yet, we have not made a conclusion that Israel is in violation of international humanitarian law.”
The Washington Post has been unable to reach doctors or patients within al-Shifa Hospital — where Israel is conducting a large-scale military operation — since Sunday evening. Doctors Without Borders wrote on X that “heavy air strikes by Israeli forces and fierce fighting” have endangered the people who are trapped inside with few supplies, and that access to the facility has been impossible for days.
At least 32,333 people have been killed and 74,694 injured in Gaza since the war began, according to the Gaza Health Ministry, which does not distinguish between civilians and combatants. Israel estimates that about 1,200 people were killed in Hamas’s Oct. 7 attack and says 252 soldiers have been killed since the start of its military operation in Gaza.
