I did a council house swap and was given an absolute mess- thanks to my DIY skills, I made it look amazing on a budget

A COUNCIL tenant has revealed the absolute state her house was in after she was given it as part of a house exchange.

Kelly Simms shared details of her council house nightmare via a video posted to her TikTok channel @kellysimms77.

"When you exchange and it's left like this", she said, before using a crying emoji.

When Kelly first got the keys to the property there were bags of rubbish everywhere.

In the garden, a trashed sofa had been left on the lawn in a mess.

The downstairs toilet was piled high with the previous tenants' belongings, including a giant Mickey Mouse toy.

Kelly set to work on the property straight away, and has been transforming it on a budget.

In another video, she revealed that she was able to transform her kitchen with a budget of £200, after being quoted £700.

"I'm in love and so proud of myself", she said.

Kelly took the plain, old fashioned looking wooden counter tops, and wrapped them in stylish blue vinyl to give the room a total transformation.

The TikTok has clearly left many open-mouthed, as it has racked up over 47,000 views.

TikTok users raced to the video's comments section to share their thoughts on Kelly's house.

Council tenants are allowed to make alterations and renovations to their homes.

What is a council house swap?

A council house swap, also known as a mutual exchange, is a scheme for people who live in a council or housing association property who would like to swap their home with another tenant.

People often swap to get a larger or smaller home or to move to a different area.

When you mutually exchange your home, you are swapping tenancies with someone else.

Anyone with a full secure or fixed-term social housing tenancy in their name with a clear rent account can do a mutual exchange.

You cannot swap your home if you:

  • have an introductory tenancy
  • have a probationary tenancy
  • are in temporary housing

However, they must make sure that any work conforms to building regulations and planning permission.

Council houses are provided by local authorities to those in need.

They are often cheaper than renting private housing and can also offer greater security from eviction.

Council houses are allocated to prospective tenants via a points based system, with those in greater need given homes first.

The council will contact you about an available property when you are high enough up the waiting list.
